Three possibilities:
1. The 5 wheel nuts are loose, or missing. Poss new rim needed as ya could have slots by now instead of holes for the studs.
2. Hub nut in centre is loose. Take off centre cap, remove split pn and tighten.
3. Rear wheel bearing has collapsed. Engine needs to be split to fit a new one.

It probably will be the centre nut. PX's are notoriously one way or the other. The nut is either so hard to undo, you need a bloody impact driver or compressed air gun, like they use at kwick-fit to undo it. Or it's so loose, you can undo it with your fingers.

If it is the bearing:
£20 call-out
£7 per half hour labour (educated guess, 3 hours max)
£2 per mile past M25
+ Cost of bearing, gasket set, gear oil. Possibly new oil seal too depending what year the scooter is. Early px's have oil seal after the bearing and have to be prised out and replaced. Later px's have a smaller oilseal inside the engine before the bearing and can be left in situ.
