Unscrew the indicator switch and see if a wire's come away from the solder on the circuit board.

Failing that, I'd unbolt the handlebars and lift them up. Check for any cracked/worn through sheathing on the loom. If there is, cut the sheathing away and check every wire for copper showing.

I've seen the previous two things loads of times. All basically caused by Piaggio putting the loom in too tightly.

If those are OK, unscrew the horncasting and check all the connectors. The little bullet type connections within the plugs/sockets have been known to burn out a bit through bad connection.

Replacing the indicator switch is a pain. There's not enough space to get the connector through the gap in the headset. The only way to do it is to lift the handlebars up a bit. Pull both gear cables out from headset downwards. Then there's room to do it. If replacing the switch is your last option, plug it in under the horncasing first before fitting it properly, just to be sure it's not a wasted exercise.
