Buying a vespa ....

Hi I am new to vespas and am thinking of buying a Lx 50 2006 ...the owner is the original and is in need of money...the problem is the turn signals (all of them) are not working....Is this a very exspensive thing to fix? The owner says it isn't and is reflected in the price of the vespa....everthing else is in perfect shape...starts right up sounds great, very clean...Please let me know if this may be worth it..oh he is willing to sell it to me for 830 pounds..Please let me know your thoughts,
